New paper sets out Human Rights Bill priorities ahead of 2026 elections

A new report has set out the key priorities around how human rights can be incorporated into Scottish law ahead of next year’s parliamentary elections. 

Published by Human Rights Consortium Scotland and written by Professor Nicole Busby, University of Glasgow, the report explores what the proposed Human Rights Bill may contain and some of the important context and issues.

The paper provides an update on the specific elements which make up the Human Rights Bill Discussion Paper, including the incorporation of economic, social and cultural rights, the right to a healthy environment and an equality duty.

There are also a number of recommendations for third and community sector organisations to explore how the legislation can be maximised, including a focus on compliance-based incorporation, and gaining clarity on the impact of devolution.

"There is a lot that can be achieved in the short to medium term," the report concludes, "which could result in tangible improvements to people’s lives and that is where Scotland’s civil society should focus its attention in the lead-up to the Scottish Parliament elections in 2026."
