East Ayrshire Community-led Action Plans page


The Scottish Government has commissioned SCDC and Nick Wright Planning to develop a ‘How To Guide’ for Local Place Plans.  The work is part of the Scottish Government’s Transforming Planning programme, specifically focusing on the development of Local Place Plans, brought in as a result of the Planning (Scotland) Act 2019 (see section 14).

The Local Place Plan provisions of the Planning Act are expected to be implemented over the next year or so.  That will involve two things.  Firstly, secondary legislation, a draft of which is due to be consulted on in 2021; and, secondly, accompanying guidance, including a ‘How To’ Guide.  The purpose of our commission is to prepare a draft of that guide between now and early 2021.

Why are we contacting you?

We believe that the ‘How To’ Guide should: 

  • Make use of existing knowledge and expertise in preparing and implementing community-led plans - for example the many Community Action Plans, community-led charrettes and pilot Local Place Plans which have been prepared across Scotland in recent years.

  • Be relevant, useful and helpful for local communities who might wish to produce and deliver Local Place Plans, and for others who might wish to support them (such as local authorities and other public and third sector organisations).

  • Be firmly grounded in the experience of people living and working in communities.

 We are therefore establishing a select ‘Reference Group’, which we would like to invite you to join.  

The group would be comprised of around 15-20 people with representatives from:

  • Community groups likely to be developing Local Place Plans - e.g. Community Councils, local community alliances, Community Development Trusts.

  • People likely to be supporting groups to develop Local Place Plans - e.g. community support workers and organisations, funders and Third Sector Interfaces.

  • People in public bodies who need to be aware of Local Place Plans and what their responsibilities are - e.g. land use planners and community planning officers.

  • National professional bodies - e.g. Royal Town Planning Institute, Heads of Planning Scotland and Community Learning and Development Standards Council.

  • People with a focus on equalities and inclusion - e.g. national and local disabilities and equalities organisations.

What’s expected of you?

We would like you to join two or three facilitated online workshops, each less than 2 hours:

  1. Tuesday 10th November 2020, 1:30pm to 3pm: to help shape the overall structure of the Guide and let us know what would be useful to include.

  2. Tuesday 8th December 2020: to give your views on an initial draft of content and structure, by testing the various sections of the draft.

  3. Late January 2021: to look at the final design draft in terms of content, design and accessibility, and consider how it might be used to support preparation and delivery of Local Place Plans.  (Participation could be either in a workshop or by commenting on a draft.) 

The aim is to share and tap into everyone’s different perspectives and experience to complement our own research and knowledge, to make sure that we leave no stone unturned in preparing the draft How To Guide. 

Please let us know as soon as possible whether you would like to join the Reference Group, and whether you are available on the afternoon of Tuesday 10th November between 1:30pm and 3pm for the initial online workshop?
