LEAP for Community Learning and Development (2007)

The Learning Evaluation and Planning (LEAP) framework was originally prepared for Her Majesty's Inspectorate of Education in 1999. Though still widely used across Scotland, by 2007 there had been significant policy developments for CLD, most notably the ministerial guidance - Working and Learning Together to Build Stronger Communities, and HMIE self assessment framework for inspections - How Good is Our Community Learning and Development.  Learning Connections had also published outcome indicators for CLD under the title Delivering Change. SCDC was commissioned to revise the LEAP tool to enable its integrated use with these other documents. The revision, published in November 2007, also included the development of worked examples of LEAP recording for each of the three main elements of CLD - capacity building, youth work and adult learning.
