Tayside & Fife Framework

This framework contains materials and resources aimed at helping practitioners develop understanding and competence in community needs assessment and community engagement. The framework promotes and supports collaborative approaches to community needs assessment and community engagement in the recognition that there is an increasing need and commitment for different agencies and sectors to work collaboratively in order to achieve best outcomes for the communities and groups that they are engaging with. In recognition that not everyone will need to know everything or be able to do everything in these areas the framework is designed to support practice at different levels and in different settings.

Materials and resources are presented within an overall framework which supports practitioners to consider their practice within the context of a set of values and principles which underpin practice, the theories which support CLD practice and the CLD Competences. It is structured as follows:

Section 1 - Community Needs Assessment

  • What we need to know: Theory, policy, principles and key frameworks that support community needs assessment 
  • What we need to be able to do:
    a) training/supporting others - advice, guidance, tips and materials
    b) direct delivery - materials and resources, tips and guidance

Section 2 - Community Engagement

  • What we need to know: Theory, policy, principles and key frameworks that support community engagement
  • What we need to be able to do:
    a) training/supporting others - advice, guidance, tips and materials
    b) direct delivery - materials and resources, tips and guidance 

Practitioners are encouraged to approach the Framework by asking themselves a series of questions:

  • What am I trying to do?
  • Why am I trying to do this?
  • Who am I trying to work with?
  • How experienced am I in what I'm trying to do?
  • How experienced are the people I'm working with?
  • What do I know of the community I'm working in?
  • What am I going to do with the results?
