Community Empowerment (Scotland) Bill moves to Stage 2

The Scottish Parliament voted to agree the general principles of the Community Empowerment (Scotland) Bill at its meeting on Tuesday 3 February 2015.  The Bill now proceeds to Stage 2 (the amendment stage).

During the Stage 1 debate on the Bill on 3 February, the Minister for Local Government and Community Planning, Marco Biagi MSP, outlined some of the amendments the Scottish Government is considering making to the Bill during Stage 2. All MSPs are now free to begin lodging amendments to the Bill. A list of amendments is published the day after any amendments are lodged by MSPs. This is called the Daily List. This list appears in Section G of the Parliament’s Business Bulletin each day (select the day in question and go to Section G of the relevant document): http://www.scottish.parliament.uk/parliamentarybusiness/business-bulletin.aspx

The first set of amendments to be lodged to the Bill were lodged on Friday 10 February and are published here.

The Parliament has yet to set an end date for Stage 2 proceedings, however, under the Standing Orders of the Parliament it will now be early March before any amendments lodged can be debated and voted upon by the committee. Shortly before this process takes place, a combined list of all amendments lodged to the Bill is produced, called a Marshalled List.
