The Ministerial review of community education 'Communities Change through Learning' (1998) identified and introduced the use of community learning plans and strategies. It highlighted a need 'to ensure that targets are set against clear baseline data ...' and noted that: 'a very high priority is required for the evaluation of, and reporting on, community education', including: 'commitment to involving communities in the processes of monitoring and evaluation'. LEAP was commissed by HMIE to reflect these priorities. It was developed as a participatory and outcome focused planning and evaluation model that was adopted in community learning and subsequently developed for other sectors.
